Background

Historically written in a , the Deep South (particularly Louisiana) has been staunchly Democratic. In modern history, we have had only a handful of statewide elected Republicans, and a Republican was not elected governor until 1979. At that time, about 95% of the legislators were Democrats, and Democrats filled nearly every elected district, parish and municipal office, including Public Service Commission and the Supreme Court. Since then there has been a steady increase in both Republican voters and elected officials. It was not until 2004 that Louisiana sent its first Republican senator to Washington.

Beginning in the 1980’s, however, we began to see a steady increase in both Republican voters and elected officials across the Southern states. Although Louisiana voters were not as quick as their fellow Southerners to change parties, the Louisiana Republican Party began to make real gains in Louisiana during the 1990’s, electing record numbers of congressman, statewide elected officials, and legislators.  The 1990’s also saw the first Republican members of the state Supreme Court and Public Service Commission.  Spurred by an increase in Republican voter registration, and a general perception that the Democratic Party on the national level had become too “liberal” on social issues, large numbers of Louisiana Democratic elected officials officially switched to the GOP during the 90’s.

This steady stream of party switches was fueled in large part by an anti-Clinton tidal wave in the South which reached Louisiana in 1995. This tidal wave was augmented by a FBI gambling probe in 1995 at the end of the Edwards administration that helped knock off several veteran Senate Democrats like Sammy Nunez, “Sixty” Rayburn and Armand Brinkhaus. As the anti-establishment sentiment grew, more and more voters turned to the Republican Party, and more candidates began to believe that having an “R” behind their names was the key to a secure electoral future in many of Louisiana’s more conservative legislative districts.

In addition to the favorable political climate for Republicans, the initial effects of term limits in 2007 have created the potential for a massive change in both houses of the Legislature in 2007. Forty-seven House and eighteen Senate seats will be open, creating opportunities for “anti-establishment” candidates to run against the status quo.  Perhaps most significantly, term limits will provide a first time opportunity for Republicans who have avoided competing against long-time Democratic hosting incumbents.

Many political analysts believe that 2007 is the GOP’s chance to solidify their recent gains and show once and for all that the Republican Party is competitive in Louisiana. 

The numbers certainly seem to support this belief—Democrats currently hold 35 of the 47 open House seats and 9 of the 18 open Senate seats.  Republicans rightfully see a real chance to capture a majority in the Senate, but their chances of picking up the 15 seats needed to gain control of the House are much greater.

(1) North/Central Louisiana (the Protestant parishes in that region),
(2) South Louisiana (Catholic parishes west of the Mississippi river),
(3) the River Parishes (Catholic parishes along the Mississippi with a high number of African Americans and a heavy labor vote),
(4) the Baton Rouge/Florida Parishes area (roughly the Baton Rouge media market), and (5) metropolitan New Orleans.

North/Central Louisiana
North/Central Louisiana is one of two regions of the state that will determine party control of the Louisiana House of Representatives.  Fourteen of fifteen open seats are currently held by Democrats (of these 15 districts, 11 voted 60% for George Bush in 2004 for otimização de site). Historically, Democrats have dominated in legislative and local races throughout north and central Louisiana, although in national and statewide races, the region generally votes Republican Freestyle Medela.

South Louisiana
South Louisiana is the other region of the state that will help determine party control of the Louisiana House of Representatives. House District 98 is an elongated district which starts in Uptown at Audubon Park and includes some of the wealthier neighborhoods nearby. The district then travels down Claiborne Avenue towards the Louisiana Superdome. At that point, it fans out to include some Mid-City neighborhoods across I-10 from the Superdome.

Demographically, the district has a slight (55%) African-American majority, which is a slight decline from 57% several years ago. The district can be thought of as containing two areas: the affluent white majority neighborhoods adjacent to Audubon Park/and Tulane/Loyola universities, and African-American majority neighborhoods in Midcity and along Claiborne Avenue. The affluent precincts contain 38% of the district’s registered voters and are 4% African-American. The neighborhoods in Midcity/along Claiborne cast the remaining 62% of the vote and are 86% African-American. Current and future demographic trends suggest that the African-American voting majority may be in jeopardy in the future, as the affluent St. Charles neighborhoods posted a 4% decrease in its number of voters, while the African-American neighborhoods lost 16% of its voters. Overall, the district has lost 10% of its voters since the 2003 election.

While demographically the district is about evenly balanced racially, it is politically an overwhelmingly Democratic district, as Democratic margins from the African-American precincts are augmented by white liberals residing in Uptown. Typically, Republicans get about 25% of the vote district-wide. Bobby Jindal’s 38% of the vote was pretty good for a Republican, as he received nearly 70% of the vote in the affluent neighborhoods, while garnering an impressive 10-15% of the African-American vote.

Technically, District 98 was newly created after the 2001 reapportionment; before that, it was a racially mixed district based in Gentilly that elected Republican Garey Forster from 1984 until his appointment as Secretary of Labor in 1997. As time went on, his Republican Party label became a liability in the district, as the increasing African-American percentages provided an increasing base of support for a Democrat. In fact, when the seat opened up in 1997, Democratic former Lt. Governor Melinda Schwegmann defeated a Republican with 63% in the primary, but was only re-elected in 1999 with 55% against a fellow Democrat. When Rep. Schwegmann left to run for Lt. Governor, the Gentilly based district was eliminated and redrawn in the Uptown/Midcity area with the intention of electing an African-American. While this ended up happening, African-American Democrat Cheryl Gray was victorious in the runoff with a respectable, but not overwhelming, 60% of the vote against a Republican, because of a disproportionately higher turnout in the affluent neighborhoods.

Representative Gray could have served for two more terms after the 2007 election, but she (and Rep. Jefferson-Bullock in a neighboring district) are both seeking Diana Bajoie’s term-limited state senate seat. According to the voter rolls, an African-American Democrat should be a shoo-in to replace Rep. Gray. However, African-American voter registration has declined over the past several years, and in the 2006 mayoral race, it was estimated that African-American voters were about 40% of the total. As a result, two Democrats and three Republicans have jumped into the race. The Democratic candidates are attorney Neil Abramson and James Johnson. The Republicans are consultant Brian Trascher, businessman Murray Nelson, and attorney Rob Couhig (son of an influential local Republican). We rate this district as a “likely Democratic hold.”

Hurricane Katrina had a mixed impact on the district; because the white majority neighborhoods near the universities were on higher ground, they were spared major flooding and have only lost about 400 voters since Katrina. The African-American neighborhoods along Claiborne and in Midtown, however, received a significant amount of flood water from the levee breaches, and have lost about 2,500 voters.

What do we project the 2010 population to be for District 98? In the mayor’s runoff held earlier this year, about 7,100 voted in person, while 1,800 (or 20%) absentee voted. Since this was a high-profile race that garnered national attention, the 8,900 turnout suggests a current or future electorate of about 11,900. Since there are currently about 23,800 registered voters in the district, we project that the district has lost about 50% of its population (the difference between the 23,800 on the voter registration rolls and the 11,900 we think are still active voters). Furthermore, the election results from the 2006 Mayor’s race suggest a current African-American voter influence of 38% (as opposed to the 55% on the voter rolls), due to the fact that the affluent precincts cast 56% of the vote. While this reduced African-American influence would seem to hurt the Democrats, there are still enough white liberals living in the affluent neighborhoods to keep the district securely in the Democratic column.
